ON THE AGENDA
(1) Highway Matters
High Road now ongoing - taken longer and cost more money as base coat was found to be damaged. This may affect the works to take place at the other end of the village. Has written to owners of property on corner of Cattle Dyke but the hedge cuttings have still not been removed. Mill Lane and Bona Lane will be shaped and reinstated as necessary. Wolf Lane - Fred Hardwick will provide two playground signs from his own budget. Gorefield Road sign opposite Fendyke Lane bridge has been damaged. This will be reported.
(2) Safer Route to School
Claire O'Neil team leader for Safer Routes to School will contact the local school.
(3) Parish Plan Update
Grant of £1,500 has now been received and paid into the Parish Council account.
(4) Streetlights
One opposite Richmond Green should be replaced by the Cambs CC. Will get a quote to erect a new one between 33 and 35 High Road. Councillor Davall will confirm the position the clerk.
(5) Planning Awareness Raising Sessions
Two sessions to take place 10th November and 8th December at Fenland Hall. Sessions start at 6.30 pm to 8.30 pm in the Council Chamber. Chairman will contact Councillors to organise transport.

(1) Safer Routes to School
Head teacher of local school will investigate the possibility of improvements to the crossing points at Cattle Dyke if the information is sent to her. Clerk will get the information for her.
(2) Land At Black Lane
Occupiers have now decided to continue farming this.

ON THE AGENDA
(1) Highway Matters
Fred Hardwick to be asked when the High Road resurfacing
is being done and when the new footpath along the High Road to Fendyke
Lane will be completed.
Mr Hardwick has written to the occupiers of Nos
94 and 96 requesting they remove their fences from the highway.
Cycle sign at Hassockhill junction has been secured. Bridge Section have
repaired the footbridge.
The interactive signs are to be changed to 30
mph and two new ones installed showing 30 Slow Down, either
side of the school.

(2) Parish Plan Update
Meeting held last week. Councillor Mrs Atkins concerned about the numbers attending the meetings. First part of the questionnaire compiled. Piece put in the last News Letter.
(3) Village of the Year
Gorefield are category winners from the whole of Cambridgeshire for Community Life. Received a framed certificate and a cheque for £100.
(4) Streetlights
Streetlight opposite Richmond Green has been completely removed. Clerk has been told it will be replaced. Agreed to wait for this to happen before deciding on a position for a new light. There is a light along Cattle Dyke that is faulty.
(5) Dog Fouling Signs for Gote Lane
These have now been erected but only within the 30 mph zone
(6) Planning Awareness Raising Sessions
Two sessions to take place 10th November and 8th December at Fenland Hall. As many Councillors as possible to attend.

732/05 MATTERS ARISING
ON THE AGENDA
(1) Highway Matters
Back Road footbridge has been repaired. Councillor Carroll mentioned that the condition of category C roads was discussed at a meeting he attended. These are inspected once a year and patched if necessary. Area Joint Committee is to make a complaint about the condition of these roads.
(2) VJ Day Celebrations 2005
A very enjoyable day. Letters of appreciation have been received from S & D Walker, S & M Pooley Mrs Y Gagen, and Mrs B Peckover. All the Councillors thanked Councillor Mrs Hall for the splendid work she did to make it such a success. Councillor Mrs Hall reported that £773.33 had been spent. A Home Front grant of £720 had been received, shortfall to be made up from the Parish Council. Suggestions were made that another commemoration plaque be purchased to go with the other two. The company which made the previous ones charged £292 for the two. Another company quoted about £53 for something similar. Councillor Mrs Hall to make further enquiries. A suggestion was made that possible the three plaques could be mounted and fixed to the school fence with the Village of the Year plaques. School to be asked their permission. Councillor Mrs Hall will now start to write up all the information she received during her research. John Timms has suggested it be published on the Web site.
(3) Parish Plan Update
The steering committee has had about 4 meetings plus an open morning, which 12 members of the public attended. One suggestion that has come up is that there are no designated bus stops and no time tables. At the moment the bus will pick up people wherever they are waiting which seems the best idea. Questionnaires will go out a later date.
(4) Village of the Year 2005
Chairman and Councillor Holt attend a meeting. They have
now powers of arrest but provide a visible police presence in the town.
Cost of one could be split between a few villages. Both felt the money
would be better spent on recruiting more police officers.
(5) Jointly Funded Minor Highway Improvements
Agreed to apply for the footway from West End to the end of the village to be improved and extended up to the end of the 40 mph zone. Another idea was to slightly extend the path at the corner or Cattle Dyke to give a better crossing position. This could possibly be funded by Safer Routes To School. Councillor Carroll will mention this at the next Governors meeting.

719/05 MATTERS ARISING ON THE AGENDA
(1) Highway Matters
Old Hassockhill Drove sign has now been removed from the drain. The 40 mph sign has now been refixed to its post. The verge master bollards will not be replaced as later in the year a new footway will be constructed along this verge. Has come to agreement with the occupiers of Nos 92 and 94 High Road to move their fences.
(2) VE and VJ Day 2005
A Lottery Home Front Recall grant of £720 has now been received. This should cover the costs for flowers, food and the entertainment. The hall will be decorated on Saturday and there will be a special church service on Sunday morning.
(3) Development of Community Police Support Officers
Chairman and Councillor Holt attend a meeting. They have now powers of arrest but provide a visible police presence in the town. Cost of one could be split between a few villages. Both felt the money would be better spent on recruiting more police officers.
(4) Parish Plan Update
The steering committee has organised an open meeting on Saturday 16th July. People are invited to attend to give their ideas as to how they would wish the village to progress in future years.
(5) Village of the Year 2005
Chairman and Mrs Humphrey have been collecting information ready for the presentation evening. Councillor Mrs Hall has managed to borrow a board but this has proved more difficult this year. Perhaps the Parish Council should consider purchasing one of its own in the future. Chairman and Mrs Humphrey, Councillor Holt and Mrs Holt and clerk and Mr Gagen to attend. Councillor Mrs Atkins not able to attend.

Letter received from Animal Welfare Officer. On the spot fines are in operation and will be issued if an offender is caught. "No dog fouling" signs will be provided. Should any areas need cleaning up they should be reported to Rapid Response Team on 0800 413193
Village of the Year 2005
An entry was sent in and the village has once again been invited to attend the finalists evening to be held at Haddenham on Thursday 7th July. Chairman and Councillor Mrs Atkins will organise the presentation. Numbers of those attending must be given by 1st July.
709/05 MATTERS ARISING ON THE AGENDA
(1) Highway Matters
No response as yet from Fred Harwick in answer to the matters reported at the last meeting.
Councillor Carroll attended a Transport Meeting. Allocated £11,000 for High Road speed reduction measures and £143,700 has been allocated for High Road reconstruction. Both projects are programmed for the second half of the year.
(2) VJ Day 2005 Celebrations 10th July
Grant still not finalised, another letter was sent off last week. Until this is confirmed no firm arrangements can be made. Would like to invite veterans and partners and widow/widowers approximately 36 + parish councillors and partners + the people who have provided archive material, John and David Newling, Mrs Margaret Burrows, Jim Turner, Bill and Greta Williams and Dough and Shirley Walker. School children designing an invitation cover, £10 token to be give to the winner. Help with serving the buffet lunch may be required.
(3) Development of Police Community Support Officers
Chairman and Councillor Holt to attend meeting on 9th June 2005.
(4) Parish Plan Meeting
Organised for Tuesday 14th June in the Village Hall at 7 pm. Alan Hampton will be attending. Annie Appleby is unable to attend the meeting but is very keen to be involved. Parish Council will pay for the hire of the hall.

698/05 MATTERS ARISING ON THE AGENDA
(1) Parish Plan
Very successful meeting. Six members of the community and two Councillors have offered to help form a committee. Meeting to be arranged in the Village Hall as soon as possible. Alan Hampton to be asked to attend.
(2) VE and VJ Days 2005
Submitted bid to the Lottery for a Home Front Recall grant. Now using the Village Hall on 10th July as it is not possible to use the school kitchens. Final arrangements will be made once it is know whether the application for the grant has been successful. Possible cost £1,000. Clerk to check insurance policy.
(3) Village of the Year 2005
Councillor Mrs Atkins has not received very much information, but will have the submission ready by the due date.
(4) Sewage Charges
Received a response from Anglian Water but this is now irrelevant as everyone has now received a water bill with sewerage charges on (foul only).
(5) Meeting Cycle
Agreed to hold a meeting every month on first Tuesday of the month commencing on 7th June excluding September. Any plans received in between meetings will be carried over.

Assembly were confirmed and signed.
Chairman's Report
Start with a look back at last years Chairman's report
from the Annual Assembly.
First Time Rural sewerage scheme was completed came on line and seems to be working well.
The roads, however, leave a lot to be desired and hopefully these will be dealt with during the coming year.
I can report that costs have finally been agreed and the work should be done shortly. From the Cattle Dyke / Gote Lane crossroads to extent of the works eastwards (Wisbech) will be planed and relaid. From the same crossroads going west repairs to affected areas will be followed by surface dressing. The same applies to the Barracks. In addition I have been informed this week and can report that a new footway is to be constructed from Park lane to Fendyke Lane and from Fendyke Lane to join up to the existing path near the village nameplate speed reduction signs.
We introduced Parish Surgery sessions which we continue to hold on a bi meeting basis
Unfortunately, for various reasons, the development
of our website is still ongoing.
The website in now up and running and can only be judged by a visit. Thanks must go to John Timms of Designsite for all the extra work he puts into the site. John has been paid to develop the site on our behalf but he contributes a lot of additional work on our behalf.
The village did not enter the 2003 Village of the Year competition.
An entry was submitted for 2004 thanks to involvement
of Pat Atkins. We were invited to the finals evening held at Haddenham
in July and following a visit to the village by the judging panel we
were awarded the title Fenland Village of the Year 2004. At the presentation
evening once again held at Haddenham on September 17th village and council
representatives accepted the award and the £250 prize. Congratulations
and thanks to all who help with this.
Jointly Funded Minor Improvements. Our £9500.00
Speed Reduction Scheme, has been completed. One disappointment
was the rejection of the preferred option of a 30 mph speed limit.
I can report that on that matter that the 30mph has now
been approved and our jointly funded minor improvement
bid this year will see that work completed. This will cover all the highway
which is currently only 40mph. New signage and a change of interactive
signs to display '30' will be supported by four kerbed buildouts with
reflectorised spring back 'keep right' signs to help s elf enforce the
speed reduction. This work, costing a further £10,000 is planned for
the coming financial year.
Councillor
Philip Hatton was elected as District Councillor for
the Roman Bank Ward following a by-election, a result of Peter
Ward's resignation. Councillor Hatton joins Cllr Brian
Hardy and myself on this 3-member ward, which covers Gorefield, Leverington,
Newton and Tydd St Giles.
Since last
year we have been considering a Parish Plan for the village.
Councillors Carroll and Mrs. Atkins have been involved with a pilot
study and visits by representatives from Cambridgeshire
ACRE to help us kick start the process culminate on April 5th with an
Open Meeting to further discuss this issue and hopefully form a steering
group to carry it out.
An initiative to provide a youth shelter had our
support and the agreement of the Playing Field Association
to provide a site but funding could not be obtained.
New streetlights were
erected at Churchill Road and on High Road opposite the
Church.
The Council has been successful in funding a scheme to
pipe and fill the drain at the front of the village Playing Field. The
project cost of £15,000.00
is being funded partly by the Parish Council in partnership
with FDC, the Playing Field Committee, the Amenity Project
Committee and local business goodwill contributions.
This work is scheduled to start very soon and should be filled
and fenced in time for the Gorefield Show.
2005 will see
VE and VJ day celebrations and Cllr Mrs. Hall is working
on marking the event within the village.
As a Council we
continue
- To be consulted on all planning applications
and make comments
and observations as appropriate. We hold
planning meetings between full council meetings
if necessary
- To
administer our
Parish affairs and finances
and were able to keep our Parish
precept at the same
level as last year
- To comment on all matters concerning
the Parish at
District and County level

and her regular attendance
at our meetings.
Likewise, thanks to
Councillors Brian Hardy
and Phillip Hatton for their involvement.
Councillor Hardy has
not attended our meetings lately as
his health problems continue.

you to those of you who have attended any meetings, seminars
or presentations for or on behalf of the Council.
Finally special thanks to our Clerk, Rosemary, for
all her hard work during the year.

685/05 MATTERS ARISING ON THE AGENDA
(1) Highway Matters
Chairman and Councillor Davall met with Fred Hardwick in the village. A new footpath is being constructed from Park Lane to Fendyke Lane and from there will join up with existing path towards the village. The road surface along High Road to Cattle Dyke cross roads is being planed and resurfaced. From there onwards it is being patched and surface dressed. The Barrackes will be patched and surface dressed. Halifax's access on Wolf Lane is being repaired. Drain opposite No 86 High Road will be cleaned out.
(2) VE and VJ Days 2005
Councillor Mrs Hall has now compiled a list of veterans of the 2nd World War. Has been taping interviews, which will be given to the School for use at their event which is being held on 6th May. Councillor Mrs Hall wishes to hold an event on Sunday 10th July. The display at the school will be available and possibly use of the school hall would be advantageous. The idea is to provide either a buffet lunch or tea for possibly 16 veterans their partners and any widows. Could possibly number 47. The vicar is prepared to focus the normal service on commemoration. Councillor Mrs Hall has applied for a grant from The Home Front, which will hopefully cover the cost of some kind of entertainment and a plaque to be put on the village sign base. Proposed that the Village of the Year prize money of £250 be used to cover some of the costs.
(3) Parish Plan
Local groups to be advised of the meeting. Press release and another article in the News Letter. Notices in the notice board and shop and Post Office.
(4) Village of the Year 2005
Councillor Mrs Atkins took away the application form which has to be in by 23rd May. Copy of last year's submission to be found.
(5) Sponsorship for Break Through Cancer Research
Any donation must be made direct to the Cancer Charity. Proposed Councillor Carroll and seconded by Councillor Mrs Atkins that £200 be donated. Approved. Cheque to be issued at the next meeting.
(6) Grass Cutting Contract 2005
Price same as last year therefore agreed to accept. Chairman signed acceptance on behalf of the council.

(1) Highway Matters
E-mail received from Fred Hardwick
No 7 Cattle Dyke no drain at this location, possibly wrong
house number. Cattle Dyke footway, cannot locate any cracking of its surface
to cause any concern. Halifaxs' entrance is not a vehicular crossing to
the Council's
construction specification so the Council cannot maintain
it. Hedge at Chiltern House is not overhanging the public highway so no
action can be taken. Will be happy to meet with some councillors to look
around the village. Will organise a date for this.
(2) VE and VJ Days 2005
Councillor Mrs Hall not able to attend
meeting, so nothing to report
(3) Filling of the drain at
the Playing Field
Grant of £5,000 has now been confirmed. Has to be claimed
by 31st March 2005. Pipes to be ordered, proforma invoices
to be got from Internal Drainage Board and C R Peggs. Chairman to sign
grant acceptance on behalf of the council.
(4) Town & Parish Council Liaison
Councillors Mrs Atkins and Mrs Hall attended,
a very informative evening. Matters discussed One Stop Shops,
Dock Scheme in Wisbech and the budget for 2005/06.
(5) Parish Plan
An open meeting to be organised for early
April. Clerk to liase with Acre for a suitable date. Also to be asked
for help in how to advertise the event.
