ON THE AGENDA
(1) Highway Matters
E -mail received from Thomas Emmett Traffic Technician for Cambs Highways. He explained how limited budgets meant it was unrealistic to have the 4 build outs which had been proposed in the first instance. It was then proposed to erect 4 interactive signs instead. Ringways were given the order to proceed in March 2006 and it should have been completed by May 2006. But unfortunately this did not happen and now they have been superseded as maintenance contractors by Cambs Highways Partnership. They have now been issued with the signing order and hopefully the scheme should be completed before Christmas.
Clerk to advise Cambs County Councillor Brian Hardy of this situation.
(2) Streetlight
Chairman and Councillor Holt will tour the village after dark to look for positions for streetlights. They may consider replacing one of the old bracket lights with a column.
(3) Parish Plan
This is still ongoing. They will need to hold a few more meetings before the results can be finalised.

The new column opposite Richmond Green is still not lit but according to the Street Lighting Dept it should be lit by the end of this week.
Streetlight FPC3 in Gote Lane is out.
Positions for a new Streetlight should now be considered. One at the top of Churchill Road will be looked at.

(1) Highway Matters
Clerk and Chairman have had some contact with Fred Hardwick, but as yet no more progress has been made.
Councillor Carroll attended a Liaison Meeting where he was told to contact Mark Kemp Director of Highways and Access. He received an e-mail from him in which he stated that the new contractors Cambridgeshire Highways took over existing operatives from Ringway Services but before any work can be undertaken these people have to undertake safety training.
Clerk to e-mail Mark Kemp, Peter Vale and Fred Hardwick asking for a progress report on the implementation of the new speed limit.
A letter has been received from Peter Vale explaining that there are no funds available this financial year from the Traffic Management Discretionary Budget, therefore no further works will be undertaken only those which have already been agreed.
Fred Hardwick has supervised the cleaning out of the drains at The Woodmans but there is a problem with the outfall and this could have been caused by Barhales when the sewer was completed.
Questionnaire on Highway Services to be completed. Councillor Mrs Huns agreed to do this on behalf of the Council.
(2) Drain at rear of Churchill Road
Clerk has been in contact with Stockland Estates who it appears are still the owners of this stretch of drain. They are to liase with Twiggden Homes to get the drain cleared.
(3) Parish Plan
Chairman has some information from John Timms. All the information is now entered on the data base. 285 forms were returned. One issue brought up was speeding through the village. 77% wish to see an Amenity Centre built in the village.
(4) Village Welcome Pack

Streetlights
The new column opposite Richmond Green is still not lit but there is some electric wire next to it now so hopefully it will be connected soon. Streetlights in Cattle Dyke and Back Road have been reported. Positions for a new Streetlight should now be considered. Councillor Davall reported that he had been asked for one at the top of Churchill Road.

(1) Highway Matters
No information received from Fred Hardwick. Some places have been marked up with yellow paint but still no work undertaken by new contractors. Councillor Carroll will have this matter brought up at a CALC meeting.
(2) Fendyke Lane Bridge
Cambs CC have now agreed to repair this bridge but can only be done when the new contractors supply a crew.
(3) New Development off High Road
The footpath has now been topped. Still a problem with the drain at the bottom of Churchill Road. Chairman will speak to the Internal Drainage Board foreman.
(4) Parish Plan
No information received yet.
(5) Village Welcome Pack
This matter will follow on after the Parish Plan completed
(6) CALC workshop on Freedom of Information Act
Councillor Mrs Hall attended this on behalf of the Council. Parish Council's have two years to put in place a system whereby members of the public can request access to any information held by the Council. Information can be found on the web site www.ICO.gov.uk.
(7) "No Ball Games" sign for Pocket Park
Chairman to bring back a price for this at the next meeting.

(1) Highway Matters
Ringway's contract with Cambs CC expired on 31st August and the new contractors Atkins started on 1st September but they will not be undertaking any work for 1 month after this date.
Fred Hardwick to be reminded that the 30 mph signs have still to be erected and white lines and cats eyes still to be replaced. Rain gullies outside The Gote still to be raised.
Fendyke Lane Bridge - North Level IDB will not accept responsibility for this. Bridge section to be advised.
Problems with the Gorefield Road where the new pavement was installed. HGV's are having a problem passing each other without hitting their mirrors. Fred Hardwick to be advised.
Occupiers of Davlyn would to have a rain water gully installed outside their property and piped onto the adjoining land.
Pavements still covered with road plainings. Footpath at Richmond Green needs some attention.
(2) New Development off High Road
Some of the work requested has now been done. The drain cover has been replaced and the drain all around the site has been cleaned out. Chairman met with Dave Willis Housing Officer on behalf of the resident of Richmond Green. He will be contacting the developers.
(3) Parish Plan
No information received yet.
(4) Village Welcome Pack
This matter will follow on after the Parish Plan completed

Noisy Dog
Clerk received an e-mail from the Dog Warden which she passed on to Councillor Mrs Hunns. Barking dogs are covered by the Environment Protection Act. The complainants need to keep a log over a period of 14 days. This information has been passed on to the interested party but they do not wish to take any action at this time. Councillor Mrs Hunns will speak to them again.
Hedge at The Chilterns
Clerk has written to Milbury Care Homes but has had no response.

(1) Highway Matters
E-mail received from Cambs CC Bridge Maintenance - they are not responsible for the upkeep of Fenland Lane Bridge as at belongs to the North Level Internal Drainage Board. This information has been e-mailed to them but to date no answer received. Clerk will contact them again E-mail received from Fred Hardwick - chippings are to be swept from the footways. Gully grate to be replaced on Cattle Dyke. Ringways are to erect the 30 mph signs and as soon as the carriageway markings are replaced the new speed limit will be implemented. Notice of the new speed limited should be put in the News Letter.
(2) New Development off High Road
Chairman met on site with Glen Cavilla and Shaun (Site Manager). He outlined the problems associated with the access and adjoining properties and the points raised by the residents received a favorable response. But unfortunately to date no work has been done. Clerk to contact them again.
(3) Parish Plan
Have now all been collected in. As yet number returned not known.
(4) Village Welcome Pack

(1) Jointly Funded Minot Improvement Scheme 2007/08
Agreed to apply for a new footpath from St Paul's Close to Back Road and a new footpath from the new development off the High Road to Churchill Road.
(2) Highway Matters
Have had no response from any e-mails this month. Fred Hardwick has been off sick for three weeks. E-mails to be forwarded to Graham Mallott. Fendyke Bridge to be reported again.
(3) New Development off High Road
Chairman has visited some of the residents who have affected by the new access road and listened to their concerns. Some of which are: footpath un-complete, parking area unfinished, broken man hole cover, overgrown grass verge, damage to footpath opposite new access, and overgrown ditch. Chairman is meeting with Glen Cavillia the site manager one day this week to try to resolve some of these problems for the residents.
(4) Parish Plan
Were delivered to every household last week end.
(5) Village Welcome Pack

New Development off High Road
E-mail from Glen Cavila Twigden Homes site manager. Not at present planning any further work to the development but will look to undertake any works to the ditch once work on the site is underway.

Allotment at Cattle Dyke
B Pooley will pay the outstanding rent on this once it is confirmed that it is eligible for the Single Payment Scheme.

(1) Highway Matters
High Road, from Gote Lane towards Allens Drove is programmed to be surfaced dressed in July 2006. On completion the carriageway markings will be re-painted along with new 30 mph roundels. It is anticipated that the TRO will be finalised, the new signs erected and the speed limit in place within the next 4 weeks.
Other roads within the area to be surfaced dressed along with High Road are West End, The Barracks, Cattle Dyke, Bona Lane, Birds Drove and Chalk Road.
Ringway Highway Services were paid to raise the gully grate and frame outside The Gote, High Road but failed to do so.
Part of the footway within St Marks Road to be slurry sealed in the next financial year.
The carriageway surface water ponding outside of 'Davlyn', High Road is unfortunately not an isolated puddle along that side of the road as there are several more dotted along. A single gully is not the answer, a more positive drainage system along that side of the road is required. A R&R proposal for the 2007/2008 financial year for a new surface water system will be put forward.
The access road to the new development off High Road is not public highway and is not maintained by this Council. The matter has been passed to the Council's Section 38 officer asking if she can help alleviate the situation.
The owners of 'Chiltern House', High Road have been requested to cut back the hedge to the boundary of their property.

Clerk received a telephone message from Dave Willis Fenland DC housing officers saying they were getting quotes for the clearing of this drain and then it would be done. Clerk to contact Twigden Homes again because they had also said they would be clearing the drain.

(1) Highway Matters
Path in St Marks Road uneven. Since the High Road was resurfaced water is laying in front of Davlyn No 40 High Road. These matters to be reported to Fred Hardwick and he should also be asked what the resurfacing is being done plus reinstatement of cats eyes, white lines etc and lifting of drains outside The Gote. Hopefully after all this is completed the 30 mph should be implemented.
(2) Streetlight High Road
E-mail from Alan Hitch Cambs CC he has met with Trevor Dobinson from Ringway to discuss a new streetlight outside No 33/35 High Road. It is not possible to install a new column here because of the height of the overhead wires. Their suggestion is that it would be put across the road. This is not a viable option as it should be for footway lighting. Agreed to take no further action with this light.
(3) Parish Plan
Meeting tonight to finalise the questionnaire. It has been decided that all the questionnaires will be hand delivered and collected again after completion. Councillor Mrs Hunns is willing to help with the Parish Plan.
(4) Village Welcome Pack
This matter will be dealt with when the Parish Plan is completed. The idea is to have a small directory for existing residents + extra information for new residents.

held at Gorefield School on Tuesday 4th April 2006 at 7 pm

Co-Option of Councillor: Before the meeting submissions made by Mrs J Hunns and Mr F B Davies were circulated and Councillors informed the clerk or Chairman of their preference. The majority decision was that Mrs J Hunns should be offered the position. So it was agreed that Mrs Hunns should be co-opted to the Council until the election in May 2007. Mrs Hunns was asked to sign the Declaration of Acceptance of the Code of Conduct and complete a Register of Interest by the next meeting.

Day
Councillor Mrs Hall will place an order for one very similar to the existing ones that are in safe keeping of Mr Howlett.
(2) Fly Tipping
Chairman went around the village with Martin Brookes a Fenland DC officer to show him all the problem areas. Since that date some of the rubbish has been cleared away but unfortunately there is still a lot left. Some of this is down to a health and safety problem as operatives are not allowed to retrieve rubbish from the bottom of drains.

(1) Highway Matters
Fred Harwick instructed a SWAT crew to attend Wolf Lane and repair all carriageway and edge of carriageway potholes. Unfortunately it looks as if they ran out of materials before they got to the worse ones in Halifax's gateway. Clerk will advise Mr Hardwick of this situation.
With reference to the problem with rain water in Back Road, a R & R bid was made for a new surface water system for Back Road but was not successful, will try again for next years bids.
(2) Twigden Homes
Clerk had a phone message from Glen Cavilia the site manager. The clearing of the dyke at the rear of Churchill Road is in hand. Also he has visited No 8 Richmond Green to inspect the work that has been carried out and is satisfied that it is up to the highest standard.
(3) Streetlight High Road
The one opposite Richmond Green has now been replaced with a column which hopefully should be lit up in about 6 weeks time.
Alan Hitch from Cambs CC Streetlight Division is meeting with a representative from Ringways to try to find a solution to the problem of the light outside 33-35 High Road.
Faulty lights to be reported near the Pocket Park on Cattle Dyke and the one at West End.
(4) Village Welcome Pack
Chairman will discuss this with John Timms once the Parish Plan is nearing completion.
(5) Parish Plan Update
A copy of the questionnaire is just about complete and has been circulated to a few people to see what they think of it and find out how long it takes them to fill it in. The committee is still short of members. Councillor Mrs Hunns was asked if should would like to become a member. Took away a copy of the questionnaire to look at.
(6) Village of the Year Competition
Chairman has had no response to his article in the News Letter so it was agreed that there would be no entry this year.

Annual Assembly March 7th

As usual I looked back at last years report from the Annual Assembly to see how the year had gone.
The remedial work on the roads, following the sewerage scheme construction is now partly complete with the remainder scheduled for High Road and the Barracks to be completed soon.
The new footway, reported last year, is presently under construction and this will be a big improvement on the previous grass edged path.
Our success in the Village of the Year continued in 2005 when we won the Community Category, which is judged on a county wide basis. Parson Drove was judged Fenland District category winner. Congratulations and thanks to all who help with this.
I reported last year that the 30mph has now been approved and will be funded from the jointly funded minor improvement budget. New signage, a change of interactive signs to display '30' plus two additional interactive signs will be supported by four kerbed build outs with reflectorised spring back 'keep right' signs to help self enforce the speed reduction. This work, costing a further £10,000 is planned for the coming financial year. This is ongoing but expected to be finished soon.
At a Public Open Meeting, held on April 21st, a working group was formed to work on our Parish Plan. We were successful in obtaining a £1500 grant towards the project costs. The independent working group meets on a regular basis and is currently working on the questionnaire.
The Council was successful in funding a scheme to pipe and fill the drain at the front of the village Playing Field. The project cost of £15,000.00 was jointly funded by the Parish Council, FDC, the Playing Field Committee, the Amenity Project Committee and local business goodwill contributions. The work was completed on time and that area is now greatly improved as a result.
On the 10th July we held VE / VJ day celebrations. Cllr Mrs. Hall worked on a project to mark the event within the village. A successful funding application allowed invited guests to have Afternoon tea and entertainment in the Village Hall. This really successful event, appreciated by all who attended, also provided a lasting reminder in the form of memoirs recorded for future generations.
During the year the development, off High Road, commenced. This has caused, and will continue to cause, a certain amount of disruption in the village. The problems at present are associated with the access road and laying of services to the site. Hopefully the situation should improve as the building work progresses. The effect of this large development within our village, especially the school, will not be known for some time.
The village website continues to grow, thanks must go to John Timms at Design Site for his input.
I was invited to attend the Luncheon Club in May to see how successful the club is. It was a very enjoyable lunchtime but I couldn't believe how noisy it was!
As well as our usual donation this year we contributed to the Church Hall improvements and made a contribution of £250 to help the school with heating the swimming pool.
Unfortunately we end this year with the resignation, for personal reasons, of Mrs. Atkins. Pat has always been active and effective member of the Parish Council and although she will be missed we thank her and wish her well.

(1) Highway Matters
Reference Gote Lane - these works are controlled in accordance with the New Road and Street Works specifications and are inspected by Cambs CC trench inspectors.
(2) Streetlight High Road
Unable to have a streetlight column erected between Nos 33-35 High Road due to the overhead electricity cables. Clerk has arranged a meeting with Cambs CC street lighting on Friday to discuss the problem. Also query the replacement of damaged light opposite Richmond Green.
(3) Parish Plan Update
Questionnaire is nearly completed. Still a bit short of committee members.
(4) Village Welcome Pack
To be discussed further at the next meeting
(5) Rat Infestation Gote Lane
Clerk has spoken to Fenland DC but they only act as enforcement officers. It is the responsibility of the land owner to take measures to get rid of the rats, but she is of the opinion that the rats have been disturbed by the road works and could disappear once these are finished. Will visit the site at a later date if necessary.
(6) Co-Option of Parish Councillor
Mrs Jackie Hunns attended the meeting and Mr Brian Davies has sent a letter stating his wish to be considered. As there are two candidates for the position it was agreed that each should be asked to do a written submission both answering the same set of questions. Chairman and clerk to compile something by the end of the week.

(1) Highway Matters
Low gully grates to be raised when section of the High Road from Gote Lane towards Allens Drove is reinstated. Footway reconstruction work will commence on 6th February, will take approximately 11 weeks. Much of the work will be undertaken under traffic light control but there may be some road closures.
(2) Planning Awareness Raising Sessions
Next session 17th February 2006 at 6.30 pm.
(3) Street Naming for High road Development
Several names were suggested by the developer which did not seem appropriate. Oxfield Drive has now been suggested which was the old name for that part of the village and this has now been accepted.
(4) Parish Plan Update
Questionnaire has been completed but at the moment is too long. Some questions are to be discarded. Due to the resignation of Councillor Mrs Atkins there is a vacant position on the committee. Councillor Cooke may be able to attend temporarily.
