Village Maintenance
School fence at rear of recyling centre has been repaired thanks to Style Fencing of Peterborough who did the job free of charge.
D Humphrey & Son will be reminded to remove the two dead trees in Churchill Road.
Councillor Mrs Hunns has trimmed some of the trees in the Pocket Park but trimmings need clearing away.
Christmas Tree
Mr & Mrs Parnell have kindly donated a Christmas Tree that has been erected in the Church Yard. Should be lit up when the church lights are turned on. Mrs Brenda Frost is donating a smaller tree that can be planted permanently in the New Year.
North Level District Internal Drainage Board
The Drainage Board will not be responsible in the future for maintaining the drain around the Highfield site. Therefore the owners of the properties are now responsible for its upkeep.

Village Maintenance
The company that is doing some repairs to the school fence have been asked to replace the fence at the rear of the re-cycling centre.
D Humphrey & Son have been asked to remove the two dead trees in Churchill Road.
The Pocket Park will be tied up in the near future.
108/07 MATTERS ARISING ON THE AGENDA
(1) Highway Matters
Letter received from Cambs CC Highways reference North Division Highways issues. Parish Councils have been asked to use a contact centre to report Highway matters instead of e-mailing to individual officers. Clerk to write to show dissatisfaction with this new system.
New streetlights on High Road erected by Twiggden homes. Seems to be some confusion as to who is responsible for connecting power to these. Clerk to make enquiries.
(2) Village Action Plan
The price for a Topsy Jubilee litter bin is approximately £200 each. Chairman will do a survey all the existing bins in the village and decide where new ones are needed. To be discussed further at next meeting
(3) Village Welcome Pack
Councillors gave the Chairman updated copies of the Village Welcome Pack to be passed back to John Timms for insertion into the finish document

The company who has the contract to repair the school fence will be asked to undertake the repairs to the fence around the re-cyling centre. Dead trees in Churchill Road are the responsibility of the Parish Council. D B Humphrey & Son to be asked to remove these.

The Parish Council had an invitation to attend the presentation evening for this unfortunately it was this evening so no one was available to attend.

(1) Highway Matters
Nothing to report
(2) Parish Plan
Chairman thanked the Parish Plan Committee for the hard work they had put in. Also thanks to Elaine Harvey who attended the meeting on behalf of the committee to make a presentation. A copy of the complete report had been circulated to all Councillors before this meeting. All agreed that it was a very comprehensive report, which will now be passed onto Acre and they in turn will present it to the Strategic Partnership. Proposed by Councillor Carroll and seconded by Councillor Holt and agreed unanimously that the report be accepted. Action Plan to be added to the Agenda for the next meeting for consideration. A grant of £1,500 was received from Acre and £915.67 has been spent.
(3) Village Welcome Pack
John Timms has this all in hand and should be available shortly
(4) Planning Awareness Sessions
Thursday 11th October The Local Development Framework
Thursday 6th December The role of Town/Parish Councils in the planning process

73/07 MATTERS ARISING
ON THE AGENDA
(1) Highway Matters
Footpath from West End towards Allens Drove will be sided. An order has been raised for the repairs to High Side. Failed pot hole repairs have been reported to the contractors. An order has been raised to replace the cats eyes in High Road.
(2) Code of Conduct
It was agreed that the Council should adopt the New Code of Conduct without amendment but wish to invite Perry Holmes the Monitoring Officer to attend the next meeting to explain the principals more fully.
(3) Village Welcome Pack
John Timms has sent an e-mail to the Chairman saying he is looking at this matter. Councillors feel this matter should be completed with some urgency now as new people are moving into the village.
(4) Parish Plan
Committee now have to compile the Action Plan Report ready for submission and had hoped to have it ready for the August meeting.
(5) Village of the Year Entry 2007
The Chairman and Councillor Mrs Hall made the submission. Unfortunately Gorefield did not make the short list of villages to be visited. Results from the competition should be available at the end September.

Asbestos dumping in Churchill Road
This was reported to the Environment Officer and he agreed to visit the site. No report of his findings has been made. To be asked for an update on the situation.
Christmas Tree
A position in the Church Yard is now ready for the tree. Councillor Cooke should be finding a suitable tree
Care Home at Fitton End
A planning application for the above was refused on 30th May 2007 but another application has no been submitted.
62/07 MATTERS ARISING
ON THE AGENDA
(1) Highway Matters
New property in Wolf Lane, Highways are happy with the new access.
Fred Hardwick to be asked if he can have the footway from West End towards Allens Drove cleaned up as the grass is growing over it.
(2) Jointly Funded Minor Highway Improvements
Agreed to ask for the path to be completed along Cattle Dyke between St Paul's Close and Back Road.
(3) Streetlights
Clerk received a quotation for the replacement of three streetlights. FPC 15 & 16 on High Road will cost £814 each (bracket lights being replaced) and FPC 4 Back Road will cost £942 for a replacement column. Cambs CC have been given the go ahead to get them replaced.
(4) New Code of Conduct
The council has received conflicting information about this from Fenland DC and CALC. Chairman will try to get confirmation as to how to proceed before the next meeting.
(5) Village Welcome Pack
No information received yet as to cost of producing these from John Timms
(6) Parish Plan
Information is now ready and should be adopted as soon as possible

Christmas Tree
An old tree has now been removed from the Church Yard so it will now be possible to set a container grown Christmas tree in its place

(1) Highway Matters
Order has been raised for the repair of the pot holes in Wolf Lane and one will also be raised for those in High Side
(2) Village Welcome Pack
John Timms to be asked how much he would charge to compile a pack similar to the one produced by a neighbouring village and then a local printer will be approached for his costs to print enough for every household in the village.
(3) Community Life Awards 2007
Chairman and Councillor Mrs Hunns will gather information together to make a submission.
(4) Youth Shelter
This will be discussed further after the Parish Plan results have been received.
(5) Playing Field Association
CALC were asked their opinion as to the viability of the Parish Council taking over the running of the playing field. They have asked to see a copy of the Trust Deed before they can give an answer. Some of the documents are now available and Councillor Carroll will let the clerk have what he has and then they will be sent onto CALC.
(6) New Code of Conduct
A copy of the new code of conduct will be circulated with the correspondence and then discussed further at the next meeting.

E-mail received from Alan Hitch - stating that some of the old streetlights in the village need replacing. Should be receiving more information about these shortly.

This will be discussed further at the next meeting. Results from the Parish Plan are as yet not available.
(4) Community Life Awards 2007
This to be considered further after the council elections.
(5) Village Welcome Pack
A copy of a Welcome Pack from a neighbouring village was shown to Councillors and it was agreed that it would be a good idea to have one of these for Gorefield. This will be discussed further at the next meeting
(6) Christmas Tree
This will be planted once the tree has been removed from the Church Yard.

(1) Highway Matters
30 mph speed limit now in force but two illuminated signs still not turned on. Chairman has e-mailed Peter Vale with this information plus asking for extra 30mph roundels from the Church towards West End.
(2) Streetlight
Quotation received from EDF for the disconnection of the old light and the connection of a new column outside the Post Office. £900 + VAT for this plus approximately £350 + VAT for the column. Decided not to go ahead with this at the moment. Clerk to report existing light to streetlight maintenance. Streetlight at West End is not working.
(3) Access to the Chapel Grave Yard
Telephone message received from the Rev Warren. The gate has been locked from 4 pm to 10 am because of vandalism But access is always available through the gate of the adjacent bungalow belonging to the Rev Warren.
(4) Christmas Tree
Position has been agreed with the Church. One of the old Fir trees is to be removed and replaced with a small container grown Christmas Tree. A Large sawn off tree will be provided each year until the proper tree is big enough.
(5) Youth Shelter
Councillor Holt has compiled some information - cost will be £8,000 to £10,000. Youth in the village should be consulted as to whether they wish to have a shelter and where it should be situated. Some of this information should be available from the Parish Plan outcomes. Sources for a grant to cover the cost should be investigated. Nene Housing who will be taking over the social housing on the new development should be approached and possibly Twigden Homes.

(1) Highway Matters
E-mails received from Thomas Emmett and Councillor Brian Hardy. Once again Cambs Highways have promised the completion of the speed reduction measures in 4 to 6 weeks. Councillor Hardy explained that Council budgets have had to be revised to cover the short fall in Social Services finances. This is an unacceptable situation and it was suggested that an official complaint be made against Cambs CC. Chairman will find out the procedure for doing this.
Information received from Fred Hardwick - there is no statutory width for a category 'B' road.
(2) Streetlight
EDF have been asked for a quote for a power connection to a new streetlight column outside the Post Office.
(3) Safer Neighbourhood Panel Meeting
Chairman and Councillor Holt attended. Very well attended and very worth while. Set out policing priorities for rural areas. These were once again speeding, antisocial behaviour and parking.
(4) Town and Parish Council Liaison Meeting
Councillors Mrs Hall and Holt attended. Draft Corporate Plan for 2007-10 was unveiled. Extra finance will be needed to cover cost of local elections because of the introduction of postal voting. During question time quality status was discussed. There seems to be some debate as to whether the benefits out way the extra costs incurred.
(5) Fenland Local Development Frame Work Site Specific Proposals Development Plan Document
Councillor Mrs Hall has looked at the document on behalf of the Council and has highlighted the piece about open spaces and children's play areas. Chairman will query this with Chris Hodson and make some comments if necessary.
A meeting was arranged with some of the other Parish Councils to discuss the housing allocations for villages Another meeting is to be held on 12th February at 6,30 pm at Christchurch.

Christmas Tree
Was not able to purchase a pot grown tree big enough. Have decided to purchase a tree probably 5 - 6 feet high to be planted in an appropriate place and left to grow on. For the next few years will purchase a large sawn off tree to be placed near the growing tree.
Council Housing Transfer
Will go ahead - 54% of tenants were for the transfer 46% against. 70% of tenants voted.
7/07 MATTERS ARISING
ON THE AGENDA
(1) Highway Matters
E-mails which were sent to Thomas Emmett have been forwarded to Councillor Hardy - no response yet. Chairman will e-mail Councillor Hardy. Councillors are very disappointed with the responses they are getting from Cambridgeshire Highways. Strongly worded e-mail to be sent to Thomas Emmett and copied to Councillor Hardy. Must have an answer to pass on to the village.
(2) Fendyke Lane Bridge
Still has not been repaired - e-mail to be sent to Bridge Section asking for their comments.
(3) Streetlight
Chairman and Councillor Holt have driven around the village looking for any black spots and they did not really find any. It was agreed to start replacing some of the existing bracket lights. The first one to be replaced will be the one outside the Post Office. There are some faulty lights in the village, all of them have already been reported to the fault line.
(4) Quality Status
It was agreed that no decision should be made concerning this at the moment but it was proposed by Councillor Holt and seconded by Councillor Davall that it should be discussed annually in January.
